Community and Economic Development Director

This is a department head position primarily responsible for conducting and administering both long range and current planning projects. This position requires you to exercise discretion and judgment in matters related to work procedures, department personnel and policies of the work unit, to perform complex research and analysis of planning data, and to serve as the lead on complicated planning projects, including long-range comprehensive planning updates and amendments and other neighborhood plans. The position will prioritize creating systems that are customer centered. This position will act as a point of contact for customers and will assist them in working through the needed approvals to meet their project goals.

Planning-related duties:
• Answers inquiries relating to planning procedures and functions such as annexations, certified survey
map reviews, subdivision planning and site plan review.
• Assists residents, builders and developers with completing necessary paperwork for annexations,
certified survey map reviews, subdivision platting and site plan review.
• Prepares staff reports for Plan Commission and City Council Meetings for planning and zoning related
functions
• Coordinates, prepares, updates and amendments to the City’s Comprehensive Plan and Neighborhood
Plans.
• Coordinates, prepares, updates and amendments to future land use map, zoning map and official map.
• Coordinates and facilitates various stakeholder and neighborhood groups, organize and facilitate
public meetings, engage all stakeholder and neighborhood groups, and troubleshoot to resolve
concerns encountered during planning process.
• Prepare written staff reports and make presentations to City Plan Commission and City Council
regarding current planning applications, long-range planning projects and other planning related
matters with recommendations, findings, and/or conditions of approval.
• Reviews, processes and approves applications regarding Site Plan Reviews, minor variations to the sign
ordinance, Certified Survey Maps, Temporary Use Permits, Home Occupation Permits and Lot Line
Adjustments.
• Writes draft revisions to Zoning and Subdivision Ordinances.
• Meets with and provides assistance to developers, property owners, community organizations, other
groups and city departments and individuals regarding planning concepts, and the planning process,
including application requirements, applicable zoning regulations and other policies and standards.
• Develops and maintains current planning application forms and computerized database.
• Develops and maintains departmental standard operating procedures (SOPs).
Zoning-related duties:
• Clarifies zoning code requirements and answers inquiries regarding zoning and zoning procedures.
• Performs zoning revues and issues zoning permits
• Assists residents, builders and developers with completing necessary paperwork for zoning changes
and conditional use permits.
• Works with Code Enforcement Officer regarding code enforcement issues.
Other:
• Maintains regular and predictable attendance.
• Attends all City Council and Plan Commission Meetings
• Frequently responds to public inquires.
• Assists the City grant writer with preparing grant applications; manages payroll administration for
direct reports.
• Works with building inspectors regarding building code enforcement issues.
